Information from the session of the competent Auditing Board on the occasion of the submitted Proposal Law on the final account of the budget of Montenegro for 2019

Podgorica, 14th April 2021 – At the request of the State audit institution, the Ministry of finance and social welfare, on 7th April 2021, has submitted the Proposal Law on the final account of the Budget of Montenegro for 2019, adopted at the 17th session of the Government, held on 30th March 2021.

The Ministry has informed the State audit institution that the submitted document has not been changed in relation to the previously audited one, as well as that there have not been any changes in the electronic data base of the General State Treasury Ledger.

The competent Auditing Board composed of PhD Milan Dabović, president of the Senate and head of the Auditing Board and Zoran Jelić, member of the Senate and member of the Auditing Board, has compared the Proposal Law on the final account of the Budget of Montenegro for 2019, adopted at the Government session held on 4th June 2020, submitted by letter No. 06-2839 / 1 as of 9th June 2020 (SAI No.40111/20-011-149/170 as of 9th June 2020) with the Proposal Law adopted at the Government session held on 30th March 2021, submitted by letter no:06-1771/1 of 2nd April 2021 (SAI no.: 01-035 / 21-665/5 of 7th April 2021).

By comparing the proposed laws, it has been determined that the normative part, the numerical amounts stated in Articles 1 and 2, as well as the summarized revenues and expenditures according to the economic classification expressed in Article 3 are identical in both documents. The comparison of data expressed by budgetary spending units, as well as the explanation of the proposed laws was carried out by random sample and differences were not identified. The identified technical differences are not relevant.

In the letter delivered to the Committee on economy, finance and budget, it is stated that the State audit institution performed an audit and prepared the Audit report of the Proposal Law on the final account of the Budget of Montenegro for 2019 adopted at the Government session held on 4th June, 2020, submitted by letter No. 06-2839/1 of 9th June 2020 (SAI No. 40111 / 20-011-149 / 170 of 9th June 2020). The audit report was submitted to the Parliament within the legal deadline. The State audit institution has the same opinion about the identified findings given in the submitted Audit Report.

The official letter delivered to the Committee on economy, finance and budget of the Parliament of Montenegro and the letter of the Ministry of finance and social welfare related to the SAI request for submission of the Proposal Law on final account of the Budget of Montenegro for 2019 have been integrally published at the web site of the State audit institution.
