Analysis of fiscal responsibility indicators at the central government level in relation to the Proposal law on Final State Budget Account of Montenegro for 2021

Podgorica, 14th April 2021 – Upon the request of the State audit institution, the Ministry of finance and social affairs has submitted the Proposal law on Final State Budget Account of Montenegro for 2021. Pursuant to Article 26, paragraph 1 of the Law on budget and fiscal responsibility and Article 44 of the Law on the State audit institution, the Institution has carried out analysis of the fiscal responsibility indicators at the central government level in relation to the Proposal law on Final State Budget Account of Montenegro for 2021.

At the session held on 7th April 2021, the competent Auditing Board comprised of PhD Milan Dabović, leader of the Auditing Board and president of the Senate, and Nikola Kovačević, member of the Auditing Board and member of the Senate, has considered and adopted the Information on the analysis of fiscal responsibility indicators at the central government level in relation to the Proposal law on Final State Budget Account of Montenegro for 2021.

The analysis of fiscal responsibility indicators has been performed on the basis of data included in the Law on Amendments to the Law on Budget of Montenegro for 2020, preliminary data on execution of the budget of Montenegro for 2020, as well as the Proposal law on Final State Budget Account of Montenegro for 2021. The assessment of the fiscal responsibility indicators has been performed comparing the Plan from 2021 with the Plan from 2020, as well as the Plan from 2021 with the execution from 2020.

Information on the analysis of fiscal responsibility indicators at the central government level in relation to the Proposal law on Final State Budget Account of Montenegro for 2021 has been published on the website of the State audit institution and submitted to the Committee on economy, finance and budget and Ministry of finance and social affairs.
