The State audit institution at the 23rd session of the Parliamentary Committee on security and defense

Podgorica, 13th December 2021 – Member of Senate, PhD Branislav Radulović and state auditor – head of sector II Blažo Savković have participated at the 23rd session of the Parliamentary Committee on security and defense dedicated to discussion on the Proposal law on the Final state budget account of Montenegro for 2020 with the findings and recommendations from the Audit report of the Proposal Law on final state budget account of Montenegro for 2020, Audit report of the Annual financial statement and regularity audit of the Ministry of defense for 2020 and Proposal Law on the Budget for 2022 related to the spending units in the area of defense and security.

Member of Senate, PhD Branislav Radulović has briefly presented findings and recommendations from the Audit report of the Proposal Law on final state budget account of Montenegro for 2020, relating to the budget spending units in the area of security and defense.

Member of Senate has also informed the members of the Parliament about the main findings and recommendations of the State audit institution from the final Audit report of the Annual financial statement and regularity audit of the Ministry of defense for 2020. The SAI has given unqualified audit opinion on the financial statement of the Ministry of defense for 2020 and qualified opinion on compliance of its business operation with the regulations. Member of Senate PhD Radulović has stated that the audit has identified the issue of the compliance of the Ministry's business operations with the Law on state property in area of ​​property records, assessment of its value, as well as calculation of depreciation of movable and immovable property. The audit of the service contracts included within the sample has identified that the contracts were concluded for performance of the work for which job positions were envisaged and systematized and the amount of 654,000.00 € was paid. In addition to irregularities related to the conclusion of the service contracts, the member of Senate has pointed out the systemic problem of collection and execution of judicial decisions, which in the case of the Ministry amounted to € 1,105,000.00.

Taking into account the recommendation from the Report of the European commission of Montenegro for 2021, the member of Senate PhD Radulović has proposed the Committee to organize special sessions dedicated to discussion on the reports on implementation of audit recommendation to inform the Committee on performed activities of the audited entity on implementation of the SAI recommendations.
