Published Report on financial and regularity audit of the Agency for Electronic Communications and Postal Services for 2020

Podgorica, 2nd August 2021 – The State audit institution has performed financial and regularity audit of the operations of the Agency for Electronic Communications and Postal Services for 2020.

Based on established factual state and Statement of the Agency for Electronic Communications and Postal Services, the competent Auditing Board composed of a member of Senate Nikola N. Kovačević – head of Auditing Board and member of Senate PhD Branislav Radulović – member of Auditing Board has expressed qualified opinion on the financial audit and adverse opinion on the regularity audit of the Agency for Electronic Communications and Postal Services for 2020.

The financial audit has found that the Annual financial statement of the Agency for Electronic Communications and Postal Services for 2020 was not prepared in all material aspects in line with the applicable regulations.

The regularity audit has found that the Agency for Electronic Communications and Postal Services did not comply all financial transactions and other regulations in all material aspects with the laws and other regulations identified as criteria for the given audit. The audit has identified non-compliance of the operations of the Agency with the following: Law on management and internal control in the public sector, Law on salaries of the employees in the public sector, Law on labour, Law on mediation for employment and rights with respect to unemployment, Law on accounting, Law on public procurement, Law on personal income tax, Law on contributions for obligatory social insurance, Decree on manner of keeping records of movable and immovable property and on inventory list for state owned things, Decree on conditions and manner of use of means of transportation owned by Montenegro, Decree on establishment of internal audit in public sector, Rulebook on chart of accounts and the content of the accounts for the legal entities registered for performing economic activities and other legal entities, Instruction on the detailed manner of preparing the inventory list of movable and immovable property owned by the state, Instruction on the manner of performing the office operations, Rulebook on solving housing needs of the employees in the Agency.

Due to expressed adverse opinion and identified irregularities, the competent Auditing Board has agreed that the Final report on financial and regularity audit of the operations of the Agency for electronic communication and post services for 2020 should be submitted to the Ministry of economic development as a competent ministry, Committee on economy, finance and budget and Administrative committee of the Parliament of Montenegro.

The Final report on financial and regularity audit of the operations of the Agency for electronic communication and post services for 2020, Statement of the audited entity on the Preliminary audit report as well as a response of the SAI on the Statement are published at the official website of the State audit institution of Montenegro.
