Published Synthesis Report on the Parallel Performance Audit conducted by the SAIs of Western Balkan on theme public procurement

Podgorica, 14th February 2018 - Synthesis Report on the Parallel Performance Audit conducted by the SAIs of Western Balkan on theme public procurement is an outcome of the parallel performance audits conducted by the supreme audit institutions of Albania, Bosnia and Herzegovina, Montenegro, Kosovo, Macedonia and Serbia.

The parallel performance audit was conducted within the parallel performance audit project (PPA II) with the expert support of the European Court of auditors and National audit office of Sweden (SNAO).

The Synthesis report, published under the under the auspices of the Joint Working Group on Audit Activities (JWGAA) is the largest project of that kind ever conducted in this region. President of the European Court of auditors, Mr. Klaus-Heiner Lehne said that “This project has improved the connectivity between the participating SAIs and created a regional network that we hope will last. Moreover, the results demonstrate that the exchange of experience benefits all not only in theory, but also in practice”.

The Synthesis report contains key findings of the performance audit reports, pointing out the most important shortcomings in the planning and monitoring public procurement process in the countries of Western Balkan. The institutions rarely conduct appropriate preliminary market research based on systematic assessment of the needs. It often causes delays and other irregularities during the implementation of the public procurement procedures.

The State audit institution of Montenegro published the findings of the performance audit report “Planning public procurement of medical equipment” in September 2017, while the general findings and recommendations of this Report are included in the Synthesis Report. The performance audit “Planning public procurement of medical equipment” was led by a member of Senate, PhD Branislav Radulović.
