Committee on economy, finance and budget considered Audit Report on Final Statement of Accounts of the Budget of Montenegro for 2015 and Annual Report of SAI

Podgorica, 23rd December 2016 – Parliamentary Committee on economy, finance and budget of Montenegro has discussed the Report on the audit of the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015 and Annual Report on performed audits and activities of the State Audit Institution for period October 2015 ‐ October 2016. President of Senate of the SAI, PhD Milan Dabović has participated at this meeting.

President of the Senate of the SAI has informed members of the Committee that the financial audit of the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015 found that the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015 was in all material aspects prepared in compliance with the Law on Budget and Fiscal Responsibility and revenues and expenditures were, in all material aspects, presented in a real and objective manner and they do not contain any materially significant errors in the presentation of the results. Regularity audit of the Proposed Law on the Final Statement of Accounts of the State Budget of Montenegro for 2015 found that the spending units, users of the budget funds have not put their business activities in all their aspects in compliance with the legal and other regulations and therefore, the SAI has expressed a qualified opinion and given eleven recommendations.

The Parliamentary Committee on economy, finance and budget of Montenegro has suggested that the recommendations given by the SAI in the audit of the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015 should be implemented within a short term.

The Committee has stated that the Government of Montenegro should continue to monitor implementation of all parliamentary conclusions related to the recommendations of the SAI, and which were not implemented or are partially implemented.

The Committee has also considered the Annual Report on performed audits and activities of the State Audit Institution for period October 2015 ‐ October 2016 with regards to the following: report on assessment of application of the fiscal responsibility criteria for 2015, reports on individual audits for aforementioned period as well as other activities of the SAI.

The members of the Committee all have voted in favour of all findings and recommendations of the SAI with regards to audit of the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015, as well as the recommendations of the individual audit reports contained in the Annual Report on performed audits and activities of the State Audit Institution for period October 2015 ‐ October 2016.

The Committee has proposed to the Parliament to adopt the conclusions with regards to the recommendations of the SAI given in the audit of the Proposed Law on the Final Statement of Accounts of the Budget of Montenegro for 2015. Within the proposed conclusions, the Committee on economy, finance and budget will held control hearings with the representatives of the audited entities of the SAI for 2015, which were given adverse audit opinion.
