Roundtable on Independence of the Supreme audit institutions

Sarajevo, 8th September 2016 – Within the framework of the Network of Supreme Audit Institutions of Candidate and Potential Candidate Countries and European Court of Auditors (the Network), the roundtable on SAI independence was held in Sarajevo, Bosnia and Herzegovina, on 8th September 2016. The host of this round table was State audit institution of Bosnia and Herzegovina.

On behalf of the State audit institution of Montenegro, president of the Senate, PhD. Milan Dabović and a member of Senate, Nikola N. Kovačević participated in this round table. During a panel session related to legally mandatory audits, a member of Senate, Nikola N. Kovačević had a speech on the topic “Auditing annual financial statements of the political parties”. The adoption of the obligations stipulated by the Law on Financing Political Parties had an impact on the independence and autonomy of the State Audit Institution in the selection of audited entities, which is prescribed by the Law on the SAI of Montenegro "- said Mr. Kovačević.

 

The round table was opened by the Auditor-General of the State audit institution of Bosnia and Herzegovina, Mr. Dragan Vrankić and Ms. Karen Hill, director of SIGMA. Technical and financial support for this event was provided by the organization SIGMA.

The objective of the roundtable was to provide the auditors general with an opportunity to get input and feedback from other SAIs, to learn from best practices in countries that achieved a desired level of SAI independence, as well as to identify legal solutions which deviate significantly from the general principles of SAI independence.

On 9th September, the meeting was held between the representatives of the SAI of Montenegro and SAI of the Republic of Serbia and Auditor-General of the State audit institution of Bosnia and Herzegovina, Mr. Dragan Vrankić. During this meeting, the participants spoke about possible ways of cooperation for improvement of the public sector auditing.
