Compilation Report on Audit on Report on the origin, amount and structure of the funds raised and spent of submitters of the election lists for local election held on 26th January 2014 in Ulcinj

Podgorica, 20th January 2015  – Pursuant to Article 25 of the Law on financing political parties, the State audit institution (SAI) has performed an audit on Report on the origin, amount and structure of the funds raised and spent of submitters of the election lists for local election held on 26th January 2014 in Ulcinj.

The audited entities are the submitters of confirmed and declared electoral lists that participated at the local election for municipal Assembly delegates for the municipality of Ulcinj, held on 26th January 2014.

The subject of audit are reports on the origin, amount and structure of the funds raised and spent on election campaign for the national and local elections of the following submitters of election lists: DPS „Go ahead to win Ulcinj“ - Milo Đukanović, New Democratic Power (FORCA), Coalition „Together for the future of Ulcinj“, Democratic Union of the Albanians (DUA), Social Democratic Party of Montenegro, Positive Montenegro, Coalition Democratic Front – for Ulcinj, SNPCG “For better Ulcinj and word and act“ and Bosnian Party.

Based on the established state of facts and deliberations of the audited entities' Opinions regarding the  SAI Preliminary Reports, the competent Collegium, composed of Mr  Nikola Kovačević (Head of Collegium - member of Senate) and Mr Dragisa Pesic (member of Collegium - member of Senate), has adopted the Compilation Report on Audit on Report on the origin, amount and structure of the funds raised and spent of submitters of the election lists for local election held on 26th January 2014 in Ulcinj.

Compilation Report consists of the established state of facts of the audited entities and recommendations given to the submitters of the election lists for local election held on 26th January 2014 in Ulcinj, as well as recommendations for improvement of the quality of reporting of the submitters of the election lists and elimination of determined irregularities.

The audit recommendations, with aim to improve the quality of the reporting of the submitters of the election lists, refer to the following:

-       Pursuant to Article 14 of the Law on financing political parties, the submitters of the election lists are obliged to open a separate giro account for financing election campaign and in accordance to Article 15 of the Law, to appoint a person who will be responsible for assigned spending of funds as well as for reporting. Pursuant to Article 25 of the Law on financing political parties, the submitters of the election lists are obliged to submit to the SAI the Report on the origin, amount and structure of the funds raised and spent for election campaign within legal deadline and according to prescribed form;

-       The submitters of the election lists are obliged to collect funds for financing election campaign in a manner and amount prescribed by the Law;

-       The submitters of the election lists can not spent the funds for the election campaign in larger amount than prescribed legal limit of the funds that can be collected for financing the election campaign (Article 10 and 13);

-       The submitters of the election lists are obliged to justify the costs for election campaign by a complete and valid documentation;

-         Directions on the Form of the Report on the origin, amount and structure of the funds raised and spent for election campaign (“Official Gazette Montenegro”, No. 17/12) should be in compliance with the Law on financing political parties, in part referring to own funds;

-       Pursuant to the Law on financing political parties, the local self-government units are obliged to respect the prescribed deadline for payment of funds to the submitters of the election lists;

-       The submitters of the election lists are obliged to express total amount of raised and spent funds in the Report on the origin, amount and structure of the funds raised and spent for election campaign, as well as they are obliged to present all these funds in appropriate budget lines, according to the prescribed forms for submission of the report.

-       The State audit institution suggests that the submitters of the election lists should reduce the cash payments on the basis of the costs of the election campaign and that they should pay their costs through the giro account.

The final individual report on audit on report on the origin, amount and structure of the funds raised and spent of submitters of the election lists have been submitted to the submitters of the election lists which were the subject matter to the audit.

The Final Compilation Report on Audit on Report on the origin, amount and structure of the funds raised and spent of submitters of the election lists for local election held on 26th January 2014 in Ulcinj has been published at the official web site.
